Personal Message

Official message from the Director General to all stakeholders and the communications sector.

Esteemed Stakeholders,

As part of its strategy to build a Society, enabled by Communication Services, the Tanzania Communications Regulatory Authority (TCRA) continues to operate in line with its vision of “A society empowered by inclusive and sustainable communication services.” We remain steadfast in promoting universal access to secure, affordable, reliable, and high-quality communication services for all Tanzanians.

TCRA continues to respond proactively to the rapid evolution of technology and the dynamic nature of the communications sector. In doing so, the Authority aligns its operations with national development priorities, as well as regional and international commitments that guide the advancement of the digital economy and sustainable development.

Key national frameworks guiding TCRA include the Tanzania Digital Economy Strategic Framework 2024–2034, Tanzania Development Vision 2050, the National ICT Policy, the National Information and Broadcasting Policy, and the National Postal Policy of 2003. At the regional and global levels, our work is further informed by the United Nations Sustainable Development Goals (SDGs) 2030 and the African Union Agenda 2063, both of which recognize the transformative role of Information and Communication Technologies (ICTs) in socio-economic development.

In line with global sustainability priorities, TCRA also advances Environmental, Social, and Governance (ESG) principles aimed at promoting responsible, inclusive, and environmentally sustainable growth within the communications sector

The Authority continues to foster digital inclusion and innovation through initiatives that expand access to ICT knowledge and digital opportunities. Through the Digital Clubs Programme implemented in schools and tertiary institutions, TCRA promotes ICT literacy and innovation from the formative stages of education. These initiatives contribute to nurturing entrepreneurship, digital creativity, and the skills necessary for active participation in Tanzania’s growing digital economy.

The deployment of Fifth Generation (5G) technology in September 2022 marked a significant milestone in Tanzania’s communications landscape. Beyond enhancing connectivity and efficiency in sectors such as the Standard Gauge Railway (SGR), 5G technology has opened up new opportunities for investment, innovation, and the introduction of advanced digital services and products in the market.

TCRA remains committed to ensuring the availability of secure, affordable, quality, and reliable communication services in fulfilment of its mandate to regulate the communications sector for the benefit and welfare of Tanzanian society. Consumer empowerment remains a key priority, supported through comprehensive public awareness and education programmes aimed at enhancing digital literacy and informed use of communication services.

The Authority also continues to strengthen the broadcasting, postal, and courier sectors to support the increasing demand for e-services, e-commerce, and other digital applications that are essential to modern socio-economic activities.

Recognizing that institutional excellence depends on a competent workforce, TCRA places great importance on staff welfare, professional development, and continuous skills enhancement. This ensures that our workforce remains capable of responding effectively to technological advancements and evolving stakeholder expectations while maintaining robust and forward-looking regulatory oversight.

TCRA further reaffirms its commitment to delivering high-quality regulatory services through a collaborative and participatory approach. By embracing the principle of “regulation through consultation,” we actively engage stakeholders in the formulation and implementation of effective, inclusive, and responsive regulatory frameworks that support innovation and national development.
