The Tanzania Communications Regulatory Authority (TCRA) Act of 2003, Electronic, and Postal Communications Act 2010, EPOCA (2010) provides the specific details for enforcing the provisions through EPOCA Regulations for the postal sector as TCRA assumed the mandate of regulating the provision of postal services in the United Republic of Tanzania. The TCRA Act prohibits the provision of postal services without a valid license issued by TCRA. The Authority is also mandated to ensure the provision of reliable, safe, efficient, and affordable postal and courier services within the United Republic of Tanzania.

In accordance with this, the Authority prepared the ground for the regulation of postal services by preparing regulatory instruments and tools that facilitate market entry and support innovation in the provision of postal services. These regulatory instruments include the Postal Sector Licensing Framework, which guides the provision of postal and courier services in the country.

Postal Services Licensing

The Postal Services Licensing Framework in the United Republic of Tanzania has six licensing categories, which include the following:

  1. Public Postal Operator License: This license is issued only to Designated Postal Service provider, namely Tanzania Posts Cooperation (TPC). The license is valid for a period of twenty-five (25) years and may be renewed upon expiration of that license period.
  2. International Courier License: This license is issued to courier operators dealing with the collection, conveyance, and distribution or delivery of courier items internationally. The license is valid for a period of five (5) years and may be renewed.
  3. East African Courier License: This license is issued to courier operators dealing with the collection, conveyance, and distribution or delivery of courier items within East Africa. The license is valid for a period of three (3) years and may be renewed.
  4. Domestic Courier License: This license is issued to courier operators dealing with the collection, conveyance, and distribution or delivery of courier items within the United Republic of Tanzania. The license is valid for a period of three (3) years and may be renewed.
  5. Intracity Courier License: This license is issued to a courier operator dealing with the collection, conveyance, and distribution or delivery of courier items within one city in the United Republic of Tanzania. The license is valid for a period of three (3) years and may be renewed.
  6. Intercity transporters: This license is issued to courier operators dealing with the collection, conveyance, and distribution or delivery of courier items between two cities in the United Republic of Tanzania. The license is valid for a period of three (3) years and may be renewed.
