TODAY, 9sup>th/sup> of October, 2024 the United Republic of Tanzania is joining the postal fraternity Worldwide to celebrate World Post Day, by marking 150 years of the establishment of the Universal Postal Union (UPU). Since the formation of UPU in 1874, postal services have evolved from simple means of correspondence into crucial pillars of global connectivity and economic development.
This year’s World Post Day theme “150 Years of Enabling Communication and Empowering Peoples Across Nations” underscores the everlasting importance of postal services as a driver of global social and economic inclusion. This theme also emphasizes the postal service's dual role: enabling communication and empowering people. Communication is the lifeblood of our societies, and the postal service has played pivotal role in facilitating the exchange of information, ideas, and goods. It connects individuals, businesses, and communities, transcending geographical barriers and bringing people closer. The role of empowering people through postal services supports economic development, fosters educational opportunities, facilitates communication, strengthens social ties, and also promotes digital and financial inclusion for all Tanzanians regardless of their location.
Moreover, postal services have been the backbone of societal communication and commerce. They facilitated not just personal correspondence but also the exchange of vital information and business transactions. In rural and underserved areas, postal services provide an essential link to the wider world, supporting social and economic integration. By regulating these services, the government ensures timely and reliable service delivery, which is pivotal for social cohesion and economic stability.
TCRA as the communication regulator overseeing this vital sector, has the responsibility to reflect on how our efforts contribute to connecting communities, bridging distances, and facilitating cross-border communication that supports commerce and cultural exchange. Our commitment has always been to enhance the accessibility, reliability, affordability, and efficiency of the Postal Sector which comprise of traditional postal services and courier services.
The past 150 years have witnessed extraordinary advancements in the postal sector, evolving from traditional mail to increasingly sophisticated digital services. In this context, TCRA recognizes the critical role of digital innovation in shaping the future of the postal sector. Our regulatory framework has been designed to foster and support the transformation of postal services, ensuring that the benefits of digital advancements reach all people. We are actively working to integrate cutting-edge technologies and practices, such as digital platforms and automated systems that streamline operations and improve accessibility of the postal sector. This commitment is expected to extend and support cross-border postal sector communication, enabling people from different nations to stay connected and conduct transactions with ease.
The postal network plays a crucial role in delivering essential goods, enabling e-commerce, and helping individuals and businesses prosper in an increasingly globalized world. To support this, the government, through TCRA, continues to close gaps, promote economic growth, and strengthen social connections across the United Republic of Tanzania. TCRA remains committed to assisting postal stakeholders by setting standards for delivery and security, fostering innovation, prioritizing development, and protecting public interests. Regulating the postal sector offers clear benefits, allowing for the monitoring of market trends and a deeper understanding of how competition can drive national economic improvement. In this new era of powerful and unprecedented technological advancements such as digital tracking systems enhanced transparency, allowing consumers to monitor the progress of their mail and parcels in real time. The postal industry has rapidly evolved, encouraging users to continue relying on its trusted services.
Environmental sustainability is becoming increasingly important. Postal services are adopting greener practices, such as pollution-free vehicles for deliveries and sustainable packaging materials. TCRA continues to promote and incentivize eco-friendly practices considered to steer the sector towards a more sustainable future.
Further, Globalization necessitates cross-border collaboration and innovation in postal services. Enhancing international cooperation through updated UPU regulations and bilateral agreements can facilitate smoother global mail and parcel exchanges. Encouraging collaborative innovation can also lead to shared solutions for common challenges, building a more resilient global postal network.
The Authority continues to regulate the Postal sector through licensing with the overall objective of ensuring an improved standard of services to customers and envisages that postal customers benefit from more choices of reliable, innovative, and customer-responsive postal services. In the Postal Sector licensing framework, there is one Public Postal Operator, the Tanzania Posts Corporation responsible for the provision of universal postal services together with other express services.
TCRA has licensed a total of 146 licensees in the postal sector including Designated Postal Operator (1) and Courier Service Providers which are grouped into six different categories namely, international courier services (6), East African courier services (2), Domestic courier services (47), Intracity courier services (16) and Intercity Transporters (74) as at 11sup>th/sup> September 2024. We will continue regulating the postal sector to facilitate and enable postal operators to continue doing business on a level playing field while serving the public with affordable, secure, and quality services.
As we celebrate 150 years of postal service to the world, we remain confident that Tanzania’s Postal Sector will continue to evolve, ensuring that it plays a key role in empowering our citizens and connecting Tanzania to the global economy for years to come.
